Blair is a retired partner from the Washington, D.C. office of Novogradac & Company LLP, where he worked in the firm's Government Consulting and Valuation Advisory Services group.

He specialized in market analysis and appraisal of affordable and mixed-income housing, consulting on New Markets and Historic Tax Credits, and valuation in the renewable energy sector. A certified LEED Green Associate, he is a member of the Counselors of Real Estate and the Appraisal Institute, and holds a bachelor's degree from West Virginia University and an M.B.A. from Duquesne University.
